I was present at the public meeting in Southampton on 4 November where the RN was represented by Commander Dabell.

I have been asked to write to you with my recollection of various exchanges between Commander Dabell and John Large of Large & Associates who was representing Solent Coalition Against Nuclear Ships, of which I am a member.

On at least two occasions, in response to questioning from Mr Large, Commander Dabell informed the meeting he did not have the required information to hand but that if Mr Large wrote direct to him he would respond with the information.

While I do not have the technical knowledge of either of these two individuals, and at times the discussion was beyond my understanding, I do recall that part of this discussion concerned the lack of information on radiation "dose exposures" in the incident scenarios on which SotonSafe is apparently based.  Mr Large was pressing for information on dose exposures as without this information he believed it would be difficult/impossible to assess the effects of any particular incident and therefore the extent of any necessary countermeasures.  It was in response to this issue that Mr Large was invited to write to Commander Dabell.

Various other technical issues were discussed, as well as the extent to which the NII of the HSE were in possession of relevant information to assess the risks and on at least one other occasion Commander Dabell invited John Large to write direct to him for the requested information.

I would like to stress that although I am not quite sure of all the technical details of the discussion between Commander Dabell and John Large at the public meeting I am quite clear that on at least two occasions Commander Dabell assured Mr Large that if he wrote to him the information would be supplied - and dose exposures was certainly one of the topics on which he was asked to request information on.

I hope this clarifies the position for you as to why Mr Large has subsequently directed written questions for answering by Commander Dabell.  It was at Commander Dabell's invitation in front of numerous witnesses at a public meeting.
